While XRP’s maximum cap of 100 billion tokens is a known reality, crypto commentator and game designer Chad Steingraber recently drew significant attention from the XRP community by suggesting that just 21 million XRP will be accessible on the market. This supply-tightening theory warrants a closer look at the underlying dynamics.
Steingraber contends that a high XRP valuation will stem from a straightforward mechanism: public access will dwindle, leaving a scarce tradable supply that he estimates around 21 million tokens. His supporting thesis is grounded in measurable data.
Exchange Supply is Already Shrinking
Previous exchange metrics highlighted by Steingraber indicated that 15.7 billion XRP remained across 41 platforms, pointing to a restricted public market. That total has continued to drop, falling by 3.4 billion XRP—a 17.77% decrease—since February 2025.
Still, those figures invite further examination. Observers replying to Steingraber pointed out that exchange reserves factor in customer wallets, making it difficult to distinguish between individual user holdings and exchange-controlled liquidity. Consequently, the true liquid float may be significantly lower.
The reason XRP will be a high price is for one simple reason.
It’ll be removed from public access.
There will be only be a small amount tradable.
Like 21 Million XRP available.

ETFs and Institutions Are Pulling Supply Out
Spot XRP exchange-traded funds are actively reducing circulating supply by locking up billions in value. Once stored in ETF custody, XRP leaves active trading pools and operates as locked capital rather than immediate market liquidity.
This trend is reinforced by institutional accumulation. Evernorth, an institutional investment vehicle designed to purchase XRP through public equity markets, raised over $1 billion for open-market acquisitions. Upon closing, the entity disclosed holdings of 473 million XRP valued at approximately $672 million, alongside $300 million in cash. Organizations designed for long-term holding like Evernorth structurally remove supply from general circulation.
Community Reactions
Reactions to Steingraber’s statements were mixed. One user challenged the 21 million projection, emphasizing the XRP Ledger’s permissionless nature and its hard-coded 100 billion maximum supply. This commenter argued that institutional buying shrinks liquidity without entirely cutting off public access, while requesting evidence for the numeric claim.
Another respondent suggested that severe economic disruption, potentially featuring a cyberattack, would precede any massive XRP price movement. A different user highlighted pre-existing contracts as proof that institutional positioning has quietly progressed for years, while other community members maintained that longtime XRP supporters are already aware of upcoming developments.
