Ripple CEO Brad Garlinghouse made a live appearance at Nasdaq on October 14 to participate in the Evernorth closing bell ceremony.
Crypto analyst ChartNerd (@ChartNerdTA) posted an interview excerpt on social media showing Garlinghouse discussing the regulatory status of XRP alongside the September failure of the CLARITY Act cloture vote.
Garlinghouse Speaks on Regulatory Clarity
Garlinghouse addressed the legislative defeat directly, noting, “The CLARITY Act not passing was definitely, it stung.” He continued, “I was bummed for sure. I personally invested a lot of energy in that.” Nevertheless, he emphasized that an existing legal foundation remains intact regardless of what happens in Congress.
“A federal judge wrote in her opinion that XRP is not a security,” Garlinghouse stated. He argued that this specific ruling already provides the clarity for XRP that the proposed legislation aimed to achieve. Furthermore, he noted that both the SEC and CFTC have begun rulemaking processes to address the remaining gaps intended for the bill.
Regarding ongoing regulatory risk, Garlinghouse admitted it exists but maintained that the momentum built so far cannot easily be undone. “There’s a lot of water under the bridge with the years that go by that I think you can’t really put that back,” he remarked, aligning with the interviewer’s phrasing, “You can’t put the genie back in the bottle.”

Evernorth’s Nasdaq Debut Adds Weight to the Moment
The interview coincided with a major milestone. Evernorth—an XRP treasury company supported by Ripple and additional institutional backers—celebrated its Nasdaq closing bell appearance on October 14 trading under the ticker XRPN. Following a merger with Armada Acquisition Corp. II, the firm raised upwards of $1 billion and currently maintains a reserve of approximately 473 million XRP.
It currently operates as the premier and largest pure-play XRP treasury listed on a public exchange. Garlinghouse’s presence at Nasdaq concurrently with the ceremony underscored the expanding institutional footprint surrounding XRP.
Mixed Reactions from the Community
Reactions to the social media post varied among community members. One user voiced doubt over whether existing legal clarity has produced practical outcomes, arguing that progress has consisted primarily of talk rather than concrete results.
In a subsequent post, the same critic asserted that faith in Ripple’s capacity to drive utility and volume has diminished. Conversely, a second commenter adopted a measured stance, recognizing that regulatory conditions have changed while pointing out that members are still awaiting expected improvements in price and utility.
Institutional investors now have access to a transparent, regulated instrument for XRP exposure, and the regulatory groundwork is in place. Yet, the persistent query from the community is when this foundation will yield observable outcomes.
